When you change the plans, you must change the controls. Too many controls get institutionalised and continued even when the reason for the control has disappeared. (See Mail Registers) Look carefully at WHY you are collecting half the data that is collected. One government department was collecting information on logging. However, regulations had been made to exempt small sawmills. Over the years the limit of production for the small mill was increased so that over a ten year period every mill in the state became exempt. The clerk whose livelihood depended on the data was still filling in "Nil" returns some 5 years later. |
